On June 18, eight departments including the Ministry of Commerce issued the “Implementation Opinions on Accelerating the Development of “Artificial Intelligence + Consumption”.
This opinion proposes 17 specific measures focusing on five aspects: increasing artificial intelligence + commodity consumption and expanding artificial intelligence + service consumption, aiming to promote artificial intelligence to enter thousands of households and thousands of stores to better meet people’s needs for a better life.

This “Opinion” focuses on both supply and demand, and successfully breaks through the structural blockage of ‘products but no market’ or ‘demand but no supply’ in the application of artificial intelligence.
In the field of commodity consumption, the “Opinions” have many important measures.
The first is to expand the supply of smart terminals and promote the transformation of consumer electronics products from functional to smart.
For example, today’s smartphones are no longer just tools for making calls and sending text messages, but also have powerful intelligent functions, such as voice assistants, face recognition, etc.
At the same time, we will lay out a new track for humanoid robot consumption and accelerate the penetration of robots from industrial scenarios to consumer scenarios.
Imagine that in the future there may be an intelligent humanoid robot in the home to help with housework and accompany the elderly and children.
In addition, we build a product launch platform to promote the access of new products, create a full-scenario linkage ecosystem of “people, cars and homes”, and integrate AI with cutting-edge technologies such as brain-computer interface and augmented reality to develop and launch a number of internationally leading new products.

In the field of service consumption, the “Opinions” put forward a number of pragmatic measures around the five major scenarios of home, elderly care, cultural tourism, accommodation and catering, and education.
Research will be carried out to include smart home and service applications in the “Good House” construction guide. Future houses may be more intelligent and can automatically adjust temperature, lighting, etc. according to the needs of the residents.
Guide elderly care service institutions to use artificial intelligence technology, lay out information management, intelligent security and other technical systems, and equip intelligent nursing robots, rehabilitation robots and other products, which will greatly improve the quality and efficiency of elderly care services.
Apply artificial intelligence technology to improve the convenience of hotel check-in services for overseas personnel, so that overseas tourists can have a better check-in experience.
Lin Jian, deputy director of the Institute of International Trade and Economic Cooperation of the Ministry of Commerce, said that service consumption is the core driving force for my country’s consumption growth, but insufficient high-quality supply is still the main shortcoming.
The introduction of artificial intelligence is expected to break through the bottleneck of high labor costs and low standardization in service consumption.
The wide coverage of the five major scenarios shows that AI is accelerating its penetration from consumer retail to public services and life services.
In the field of business innovation, focusing on the three key links of retail, e-commerce and logistics, the “Opinions” propose to embed technological innovation into the transformation and upgrading of the existing business system, further leverage the scenario advantages of e-commerce in artificial intelligence applications, combine smart business construction with urban renewal and the improvement of rural circulation systems, and further improve the efficiency of circulation organizations and consumption fulfillment capabilities.
In terms of promotion and environmental protection, the “Opinions” propose the construction of “artificial intelligence + consumption” clusters and AI experience centers, and require coordination with existing policies such as the purchase of new digital products and trade-in of old ones to promote the popularization and application of artificial intelligence technology in the consumer field.
In the long run, the “Opinions” use multi-department collaboration to build a policy framework of “artificial intelligence + consumption”, which is conducive to opening up policy channels for technological innovation and consumption upgrading, and promotes the growth logic of consumption from relying on external stimulation to relying on technological empowerment. It has far-reaching strategic value for building a new dual-cycle development pattern dominated by domestic demand.
