Breakthrough in Cross-Border Payments: Towards a New Era of Real-Time Settlement and Programmable Finance

The pain points of traditional cross-border payments are set to be transformed; SWIFT, Ant International, and HSBC have jointly completed a proof-of-concept for cross-border transfers of tokenized deposits based on the ISO 20022 standard. This achievement marks a leap from "three-day settlement" to "settlement in seconds," ushering in the era of real-time cross-border payment settlement.

A silent technological revolution is quietly reshaping industry paradigms, and the global payment system is undergoing a historic shift from “gradual improvement” to “paradigm transition.” The traditional cross-border payment sector has long been plagued by pain points such as “3-day arrival” and “high transaction fees,” a situation about to be completely rewritten. On December 11th, Swift, together with Ant International and HSBC, announced in Singapore the completion of a proof-of-concept for tokenized deposit cross-border transfers based on the ISO 20022 standard, achieving a leap from “3-day arrival” to “second-level settlement.” This test marks the first deep integration of Swift’s traditional financial network, HSBC’s tokenized deposit service, and Ant International’s blockchain technology, signifying that cross-border payments have officially entered the era of real-time settlement. Technological Breakthrough: A Three-Way Collaboration Reshapes the Cross-Border Payment Paradigm This test, completed in Singapore, may seem like a simple proof-of-concept exercise, but it is in fact a silent revolution in global financial infrastructure. Leveraging SWIFT’s global financial messaging network, HSBC’s newly launched tokenized deposit service, and Ant International’s proprietary blockchain infrastructure, the project enabled real-time cross-border fund management between Singapore and Hong Kong. Unlike traditional cross-border payments that rely on multiple intermediaries, this test achieved “atomic-level settlement”: fund transfers and asset delivery were completed simultaneously, completely overturning the delayed “accounting first, settlement later” model. This transformation not only reduced the three-day wait to a second-level response but also unlocked a completely new fund management paradigm. For example, subsidiaries of Chinese technology companies in Singapore can allocate US dollars in real time to complete investments close to the Hong Kong stock market closing time, without needing to lock up funds in advance. Compliance Innovation: From “Bilateral Connection” to “Standard Interconnection” Compliance barriers in cross-border payments were once “hidden toll booths” that slowed down efficiency and increased costs. Previously, Ant International had to spend an average of 3 to 6 months establishing bilateral compliance arrangements with each bank to connect with their anti-money laundering systems. In this test, the standardized protocol jointly developed by the three parties became the key to breaking the deadlock. By co-building a standardized protocol with SWIFT, a “compliance highway” was essentially paved. Its core lies in “translating” the banks’ AML and risk control capabilities into a universal language recognizable by the blockchain using the ISO 20022 standard. This means that Ant International no longer needs to establish bilateral anti-money laundering and compliance arrangements with its bank partners, enabling them to use the banks’ tokenized deposit services more efficiently and smoothly. Shirish Wadivkar, Global Head of Payments at SWIFT, pointed out that when all participants use a unified “data dialect,” regulatory consistency is no longer an additional burden but rather an inherent part of the system.

Programmable Finance: Funds Now Possess “Decision-Making Power”

The core breakthrough of tokenized deposits lies not only in speed but also in ushering in a new era of programmable finance. When deposits are converted into programmable tokens, the funds themselves possess “decision-making power.” In testing, Ant International’s blockchain platform demonstrated an intelligent scheduling scenario: when a subsidiary’s account balance falls below a threshold, the system can automatically allocate tokens across regions to replenish liquidity. This flexible combination, reminiscent of “financial Lego,” is introducing the “scenario-based thinking” of C-end mobile payments into B-end cross-border payments. The “interactivity” mentioned by Kevin Li, General Manager of Technology at Ant International, essentially allows funds to automatically switch paths and forms according to scenario needs, like an electric current. This programmable characteristic transforms enterprise fund management from passive monitoring to proactive optimization, significantly improving fund utilization efficiency.

Ecosystem Integration: A Deep Handshake Between Traditional Finance and Blockchain This collaboration marks a significant shift in the payment field between global financial giants and technology companies, moving from “disruptive opposition” to “standard co-construction.” Swift, as a representative of traditional financial messaging, has made this integration of blockchain technology into its infrastructure a milestone. In fact, Swift has already fully embraced distributed ledger technology. On October 13th, Swift announced the addition of a blockchain-based shared ledger to its technology infrastructure, and is collaborating with over 30 global financial institutions to design and build this system. The first use case of this initiative will focus on real-time, 24/7 cross-border payments. Sun Lei, Head of Global Payments at HSBC, emphasized “familiar experience + digital advantages,” stating that the transformation is not about disrupting banking services, but rather about using technology to inject exponential efficiency into existing practices. This incremental innovation path ensures technological advancement while lowering the barrier to user acceptance. The arrival of the programmable finance era means that corporate fund management is no longer limited to “transfer” and “bookkeeping,” but can automatically optimize the flow and form of funds according to demand, much like a smart grid scheduling electricity. When the global payment system completes its leap from “pipeline optimization” to “ecosystem reconstruction,” a one-second faster payment processing time could mean a reshaping of the entire supply chain cost structure. For global enterprises, mastering these tools is not only about efficiency improvement, but will also become a “digital passport” for future international competition.
