China’s cross-border e-commerce in 2026: Opportunities and challenges coexist, moving towards high-quality development.

Driven by favorable policies, my country's cross-border e-commerce industry is poised for rapid growth in 2026, though it also faces challenges such as global economic conditions and trade protectionism. Addressing these issues requires the concerted efforts of both enterprises and the government, and the industry holds broad prospects for the future.

In 2026, my country’s cross-border e-commerce industry ushered in new development opportunities. Driven by multiple favorable factors such as the deepening implementation of the RCEP agreement, the expansion of cross-border e-commerce comprehensive pilot zones, and increased policy support, the import and export scale of cross-border e-commerce continued to grow, and the industrial structure was continuously optimized, becoming an important force in stabilizing foreign trade growth and promoting the transformation and upgrading of foreign trade. The continued release of policy dividends has injected strong momentum into the development of the cross-border e-commerce industry. In 2026, my country further expanded the scope of cross-border e-commerce comprehensive pilot zones, adding 20 new pilot zones, bringing the total number of pilot zones nationwide to 105, forming a nationwide cross-border e-commerce development pattern. Through institutional innovation, management innovation, and service innovation, the pilot zones have provided cross-border e-commerce enterprises with more convenient services such as customs clearance, tax refunds, and foreign exchange settlement, reducing the operating costs of enterprises. The deepening implementation of the RCEP agreement has further reduced tariffs within the region and continuously improved trade facilitation, providing ample opportunities for cross-border e-commerce companies to expand into markets such as Southeast Asia, Japan, and South Korea. Furthermore, the government has introduced a series of policies to support cross-border e-commerce companies in building overseas warehouses, improving their logistics systems, and encouraging them to undergo branding and digital transformation to enhance their core competitiveness. In the first half of 2026, my country’s cross-border e-commerce import and export volume reached 1.8 trillion yuan, a year-on-year increase of 22%, with exports reaching 1.3 trillion yuan, a year-on-year increase of 25%, and imports reaching 0.5 trillion yuan, a year-on-year increase of 15%. Upgrading consumer demand and expanding market structure have brought new growth points to the cross-border e-commerce industry. With the increase in residents’ income levels and changes in consumption concepts, consumers’ demand for high-quality overseas goods is increasingly strong. The types of imported goods in cross-border e-commerce have expanded from traditional categories such as baby products, cosmetics, and health products to more categories such as home furnishings, home appliances, clothing, footwear, and luxury goods. At the same time, Chinese cross-border e-commerce companies are actively exploring overseas markets. In addition to traditional European and American markets, emerging markets such as Southeast Asia, Latin America, and the Middle East are growing rapidly, becoming new engines for cross-border e-commerce exports.

Accelerated industrial upgrading has become the core support for the high-quality development of the cross-border e-commerce industry. More and more cross-border e-commerce companies are realizing that low-price competition is no longer sustainable and are turning to branding, digitalization, and refined operations. Companies are increasing R&D investment, cultivating their own brands, improving product quality and added value, and breaking away from reliance on OEM and private label manufacturing; utilizing big data, artificial intelligence, and other technologies to accurately analyze overseas market demand, optimize product design and supply chain layout, and achieve precise marketing; strengthening supply chain management, building overseas warehouses, improving logistics and distribution systems, and enhancing customer experience. At the same time, the cross-border e-commerce service provider ecosystem is becoming increasingly完善 (perfected/improved), with service providers in logistics, payment, operations, compliance, and other fields constantly emerging, providing comprehensive services to cross-border e-commerce companies and promoting collaborative development within the industry.

Despite its rapid development, the cross-border e-commerce industry still faces many challenges.

The sluggish global economic recovery and weak consumer demand have impacted cross-border e-commerce exports. Rising trade protectionism, with some countries and regions implementing trade restrictions, raising import tariffs, and erecting technical barriers, has increased operating costs and market risks for businesses. High logistics costs and unstable delivery times remain significant constraints on the development of cross-border e-commerce, especially for small and medium-sized enterprises (SMEs) that struggle to bear the high costs of overseas warehouse construction and logistics operations. Increased compliance risks, stemming from differences in laws, regulations, tax policies, and intellectual property protection systems across countries and regions, make businesses vulnerable to penalties for compliance issues, impacting operations. Furthermore, exchange rate fluctuations and talent shortages also place considerable pressure on cross-border e-commerce companies. To address these challenges and achieve high-quality development, cross-border e-commerce companies and governments need to work together. Companies should proactively adapt to market changes, strengthen compliance management, conduct in-depth research on the laws, regulations, and policies of target markets to mitigate compliance risks, increase investment in brand building and technological research and development to enhance product competitiveness, optimize supply chain layout, rationally construct overseas warehouses to reduce logistics costs and improve delivery times, and actively explore emerging markets to optimize market structure and reduce dependence on any single market. The government should further improve its policy system, strengthen trade cooperation with other countries and regions, and promote trade facilitation; increase support for small and medium-sized cross-border e-commerce enterprises, providing assistance in terms of funding, talent, and technology; strengthen intellectual property protection and safeguard the legitimate rights and interests of enterprises; and build a platform for exchange and cooperation in cross-border e-commerce to promote collaborative development among enterprises. Driven by both policy dividends and market demand, the cross-border e-commerce industry has broad prospects. In the future, with the continuous advancement of industrial upgrading, the gradual optimization of the global trade pattern, and the increasing perfection of the compliance system, the cross-border e-commerce industry will gradually move away from low-end competition and enter a stage of high-quality development, becoming a new engine for my country’s foreign trade development and contributing significantly to economic globalization and international trade development.
