For example, piloting market procurement trade, leveraging the Confucius Temple and Xinjiekou commercial districts of Qinhuai District, will establish a “Qinhuai Specialty Commodity Export Base,” striving to be included in the national market procurement trade pilot program, simplifying customs clearance procedures, and reducing enterprise costs; cultivating comprehensive foreign trade service enterprises, supporting leading enterprises such as Suhao Dingchuang to expand their comprehensive foreign trade service functions, providing one-stop solutions such as customs declaration, logistics, financing, and insurance, serving SMEs “going global”; developing bonded repair business, utilizing Qinhuai District’s logistics advantages, building bonded repair centers within the district, undertaking repair services for high-end equipment, electronic products, etc., extending the industrial chain and value chain.

Companies stated that as a core area of a provincial city, Qinhuai District possesses core business districts with profound historical heritage and complete commercial ecosystems, such as Confucius Temple and Xinjiekou, and is currently facing a strategic opportunity to transform and upgrade into world-class business districts, possessing unique conditions to become a core carrier of “AI + Business” innovative applications. Competition in cross-border e-commerce has evolved from competition between individual enterprises and platforms to competition across the entire industry chain.
Enterprises suggest building a technologically advanced and fully functional model commercial zone through a combination of strong government support and innovative business practices. Deep integration of digitalization and intelligentization should drive the comprehensive integration of cross-border e-commerce with traditional industries and the regional ecosystem, addressing both the “big picture” of industrial development and the “micro-level” needs of business district operations. Strengthening infrastructure construction will promote the digital transformation of trade, improve trade efficiency, reduce transaction costs, and ensure the stability and security of data flow, providing reliable support for new business models such as cross-border e-commerce and digital trade. The government should strengthen the interconnectivity of supply chains within the region, focusing on five key areas: policy, platforms, industry, brands, and innovation. This will facilitate connections with high-quality resources such as brand enterprises and financial institutions, promote the upgrading of the cross-border e-commerce industry, and effectively address the difficulties and bottlenecks in its development. This will encourage SMEs to “go global,” drive domestic brands and established brands to expand into international markets, actively participate in the dual circulation strategy, truly achieve “selling globally” and “buying globally,” and contribute to the growth and strengthening of the business district economy.
