On June 26, 2026, Hainan’s cross-border e-commerce overseas industrial base was officially launched in Haikou. This landmark event kicked off a new prelude to the in-depth collaboration of cross-border industries in Shenzhen and Qionghai and the cluster development of Hainan’s cross-border e-commerce industry.
As a key project of cross-regional industrial collaboration between the two places, the base will give full play to the policy advantages of Hainan’s free trade port and Shenzhen’s cross-border e-commerce industry chain resources to build a one-stop service carrier for Chinese goods and national fashion brands to go overseas.
It is understood that the industrial base is a comprehensive cross-border industrial carrier that integrates office incubation, product selection and exhibition, compliance services, logistics support, and full-link brand overseas services. It is jointly built by the Longhua District Government of Haikou City and the Shenzhen Cross-border E-Commerce Industry Development Promotion Association. It will subsequently realize the two-way empowerment of Hainan Free Trade Port policy dividends and Shenzhen’s industrial resources, and provide settled enterprises with full-cycle support from supply chain docking, compliance operations to overseas market expansion.

At the unveiling ceremony, the Longhua District Government of Haikou City and the Shenzhen Cross-Border E-Commerce Industry Development Promotion Association formally signed a government-enterprise strategic cooperation agreement to jointly build a policy, resource, and industry integrated collaboration platform.
The relevant person in charge of Longhua District of Haikou City stated that Longhua District, as the core hosting place for Hainan Free Trade Port’s cross-border e-commerce overseas, will continue to deepen industrial collaboration with Shenzhen, regularly carry out special activities such as investment promotion, business incubation, and supply and demand docking, accelerate the gathering of high-quality cross-border e-commerce market entities, and create a free trade port cross-border industry agglomeration highland.
The relevant person in charge of the cross-border e-commerce industry in Shenzhen said that Shenzhen has a complete cross-border e-commerce industry chain in the Greater Bay Area, gathering massive platform resources, mature supply chain resources, and professional operation talent resources; and Hainan is the only cross-border e-commerce comprehensive pilot zone approved for the entire province, with “zero tariffs”, double 15% tax incentives and RCEP core location advantages, which contains major development opportunities for cross-border overseas expansion.
The two parties have joined forces to build an industrial base and officially opened up a complete strategic layout of “Shenzhen supply chain + Hainan free trade port channel + ASEAN overseas market”, opening up a new path with lower cost and higher efficiency for Chinese brands to go global.
On the day of the unveiling, a total of 12 high-quality cross-border enterprises signed contracts and officially settled in the industrial base, covering cross-border management, brand technology, international trade, logistics technology, financial and taxation services and other fields, which will lay the foundation for the base to build a complete cross-border e-commerce industry ecosystem in the future.

The person in charge of the first batch of brand technology companies to settle in Hainan said that they chose Hainan mainly because of the exclusive policy advantages and efficient customs clearance convenience of the free trade port. Hainan not only enjoys unique policy dividends and efficient customs clearance environment, but also has significant operating cost advantages compared with first-tier cross-border industry cluster cities, which can greatly enhance the market competitiveness of enterprises.
In addition, the industrial base’s complete industrial ecology, supporting talents and office services can fully meet the full-cycle needs of enterprises from start-up to large-scale development. Enterprises can also take advantage of Hainan’s hub advantage towards ASEAN to quickly expand the RCEP regional and global markets.
The person in charge of the industrial base operator said that the follow-up base will continue to deepen the industrial linkage between Shenzhen and Qionghai, and regularly introduce Shenzhen’s high-quality supply chain resources, digital operation experience, industry exhibition resources and other full-chain advantages, combined with the Hainan Free Trade Port’s exclusive policy dividends, to comprehensively reduce the comprehensive costs of enterprises settling in, operating, and going overseas. It will provide strong support for more Chinese foreign trade companies and national fashion brands to go overseas, and help Hainan become a core hub for China’s cross-border e-commerce overseas.
