Recently, the Administrative Approval Bureau of Huaian Economic and Technological Development Zone in Jiangsu Province officially approved a large-scale tire construction project.
What is amazing is that the investor leading the project, Jiangsu Oukai Tire Co., Ltd., only took 20 days from industrial and commercial registration to project approval and filing.
This “lightning-style” move not only injects new momentum into Huai’an’s billion-level tire manufacturing cluster, but also becomes the latest footnote for capital to accurately receive the dividends of industrial policies and seize the high-end track.

According to the approval document, Jiangsu Oukai Tire’s planned annual production capacity is as high as 7.2 million units, and the product matrix accurately meets the pulse of current market demand.
Among them, there are 1.2 million sets of all-steel radial tires (TBR), focusing on commercial vehicle logistics and engineering transportation supporting equipment; 6 million sets of semi-steel radial tires (PCR), which fully cover the tire upgrade market for family cars and new energy vehicles that are in the explosive period.
Public information shows that Jiangsu Oukai Tire was established on March 23, 2026, and its registered address is No. 57 Kaifu Road, Huai’an Economic Development Zone.
The company has a registered capital of 10 million yuan and is 100% controlled by legal representative Jiang Yiyun. Its business scope covers tire manufacturing and synthetic rubber sales.
How can a “newcomer” that was founded only three weeks ago come up with such a large-scale production capacity plan so quickly?
Industry analysts believe that this is by no means a blind entry, but a “following the trend” of capital accurately stepping on the industrial policy nodes.
Oukai Tire’s “fast, accurate and ruthless” production capacity planning is highly consistent with the industrial policy orientation at the Jiangsu provincial level.
At the beginning of 2026, Jiangsu Province officially implemented the “Catalogue of Restrictions and Eliminations for Structural Adjustment of the Chemical Industry (2025 Edition)”, which clearly listed backward products such as traditional bias tires as “restricted” or “eliminated”.
This “iron-fisted” policy means that the elimination of low-end backward production capacity has entered an accelerated period, forcing enterprises to transform into meridian, high-end, and green industries.
Against this background, the Oukai Tire Project has directly abandoned the low-end route from the beginning and focused on the construction of high-performance radial tires.
This move not only successfully crossed the policy threshold, but was also regarded by the industry as a typical epitome of the accelerated reshuffle, transformation and upgrading of Jiangsu’s tire industry.

The deeper reason why capital dares to invest heavily in Huai’an in a very short period of time lies in the increasingly mature local industry “ecosystem”.
As an important gathering place for the domestic tire industry, Huai’an Economic Development Zone has now built an industrial moat that is difficult to replace.
There is Jiangsu Hankook Tire, an industry leader that has settled here since 1996 and has been involved in the industry for nearly 30 years, as the “ballast stone”, and Cubison Tire, which will be built in 2023 with a total investment of tens of billions, as the “new engine”.
Superimposed on the more than 20 billion yuan steel cord project deployed by Zhongtian Iron and Steel Group in the local area, as well as supporting enterprises with tens of millions of production capacity such as Setu Rubber and Jixuante New Materials, a complete industrial closed loop covering skeleton materials, raw materials, and finished product manufacturing has been formed.
According to statistics from the Tire World Network, Jiangsu Province has attracted frequent large-scale tire projects in recent years. The total investment in the two major projects of Zhongce Jintan and Cubison Tire alone exceeds 15 billion yuan, with a production capacity of 58.5 million units.
With 7.2 million sets of production capacity registration completed within 20 days of its establishment, Jiangsu Oukai Tire’s “lightning layout” may seem fast-paced, but in fact it has strict logic: upwardly, it is in line with Jiangsu Province’s policy red line for phasing out backward production capacity, and downwardly, it relies on the industrial black land with a well-established chain led by the Huai’an Economic Development Zone.
With the subsequent advancement of this project, Huai’an’s regional competitiveness as a domestic high-end tire manufacturing highland will be further consolidated and improved.
