Shanwei innovates the logistics model of “domestic and foreign trade ship transshipment + open port customs declaration” to open up a new channel for offshore engineering equipment to go to sea

On June 23, a batch of submarine cable products worth 60 million yuan from Nanhai Submarine Cable Co., Ltd., a leading enterprise in Shanwei’s marine engineering equipment, was successfully transferred from the company’s resident terminal to Xiaomo International Logistics Port through the locally innovative “domestic and foreign trade ship transshipment + open port customs declaration” logistics model. After customs declaration was completed, it was successfully sent to overseas markets, marking the official implementation of this innovative logistics model.

It is understood that since the beginning of this year, overseas orders for Nanhai submarine cables have been full, and production and sales have been booming. A number of large orders for Southeast Asian wind power equipment have recently entered the delivery period. The time is tight and the tasks are heavy.
However, because the wharf where the company is located has not yet been opened to the outside world, foreign cargo ships cannot berth directly, and the wharf does not have foreign trade customs declaration qualifications. The passage of goods to the sea was once blocked, and order delivery faced the risk of default.

In order to solve the urgent needs of enterprises, Shanwei Municipal Commerce Bureau took the lead in coordinating customs, border inspection, maritime affairs, port operators and other units to quickly implement the emergency solution of “domestic and foreign trade ship short-distance transshipment + Xiaomo Port open port customs declaration”.
This model makes full use of the resource advantages of public terminals that have been opened to the outside world within the Shanwei Port Port. It first uses domestically qualified foreign trade freighters to short-distance cargo from the company’s resident terminal to Xiaomo International Logistics Port. It not only bypasses the hard constraints of the resident terminal not being opened, but also reduces logistics costs by more than 30% compared with the traditional land-based port transfer model.
In order to ensure efficient customs clearance of goods, all relevant units have opened up full-chain service nodes: the customs and border inspection departments are on hand to guide companies to complete “advance declaration”, and the goods are quickly inspected and released after docking at Xiaomo Port; the maritime department optimizes the international ship export port approval process, shortening the approval time by nearly half; the port operator coordinates the deployment of berths and loading and unloading resources in advance to achieve a one-stop seamless connection of transshipment, customs declaration, and release. In the end, this batch of goods completed the sea process 2 days earlier than the original delivery time.

In addition to launching emergency logistics solutions to solve the current export problems of enterprises, relevant departments in Shanwei are also simultaneously promoting the long-term construction of sea channels.
At present, the Shanwei Municipal Commerce Bureau has completed the provincial application for the expansion of the port at the offshore engineering base, and has received approval from the provincial government to submit it to the National Port Office. It is making every effort to promote the project to be included in the national “15th Five-Year Plan” port development plan.
In the future, the local area will strictly benchmark national standards, accelerate the construction of port supporting facilities such as customs supervision sites, inspection and quarantine facilities, promote the temporary opening of waters step by step, and steadily realize the normal opening of the entire base and terminal, creating a stable, convenient, and low-cost permanent sea channel for local offshore engineering equipment, specialty manufacturing and other foreign trade industries, and further enhancing the international competitiveness of Shanwei’s foreign trade industry.
