Recently, the Office of the Leading Group for Building a High-Level Open and Strong Province in Zhejiang Province issued the “Action Plan for the ‘Jiaolong Action’ of Leading Foreign Trade Enterprises in Zhejiang Province (2025-2028)”. This measure further focuses on cultivating new advantages for Zhejiang’s foreign trade development and enhancing new drivers of foreign trade growth. The Action Plan clearly states that a number of leading foreign trade enterprises with core competitiveness, international influence, and strategic support should be cultivated. Focusing on Zhejiang’s foreign trade industrial belt, different types such as production and distribution should be differentiated and cultivated in a tiered and categorized manner. By 2028, more than 30 leading enterprises, more than 300 backbone enterprises, and more than 3,000 potential leading enterprises should be cultivated. Regarding key tasks, the first priority is to implement a tiered cultivation action for leading foreign trade enterprises. Cultivate leading enterprises to enhance their innovation capabilities and international competitiveness, shape global brand influence, and shift from product exports to exports of “products + technology + supply chain + culture”; cultivate backbone leading enterprises to enhance their ability to stabilize scale, optimize structure, and resist risks, focusing on subdivided industries and key areas; cultivate potential leading enterprises by implementing a growth action plan for small and medium-sized foreign trade enterprises, promoting their upgrading to standardized status, and guiding the international development of “specialized, refined, and innovative” enterprises. Secondly, implement an action plan for the clustered development of leading foreign trade enterprises. Explore the construction of headquarters clusters for leading foreign trade enterprises, relying on the “Yiwu-Ningbo-Zhoushan” and “Jinhua-Lishui-Wenzhou” open channels to radiate and drive the development of surrounding areas, promote the development of foreign trade industrial belts, and build public service platforms for headquarters clusters to increase investment attraction and trade promotion efforts.

Furthermore, the market expansion action for leading foreign trade enterprises will be implemented. This includes accelerating the development of diversified international markets, coordinating the “Thousands of Groups and Tens of Thousands of Enterprises” market expansion and order-grabbing campaign, supporting enterprises to deepen their traditional markets and expand into markets in countries and regions along the “Belt and Road” initiative; accelerating cross-border e-commerce market expansion, promoting the integrated development of “live streaming + platform economy + cross-border e-commerce”; and accelerating the construction of international marketing systems, supporting enterprises to build public marketing centers and establish marketing subsidiaries overseas.
In addition, the innovation and development action for leading foreign trade enterprises will be implemented, including innovative integrated development of domestic and foreign trade, green trade development, and digital development. The optimization and upgrading action for leading foreign trade enterprises will be implemented to enhance their global operating capabilities, international influence, product competitiveness, import scale, and compliance level.
Finally, the action plan will implement a support program for leading foreign trade enterprises, increasing comprehensive services, optimizing foreign trade financial services, strengthening the development of foreign trade talent, and improving the facilitation of entry and exit for business personnel. The action plan also clarifies safeguard measures such as improving communication mechanisms, strengthening policy support, and enhancing organizational implementation. Regular visits and surveys will be conducted to leading foreign trade enterprises, supporting them in applying for relevant projects and striving for inclusion in the provincial major industrial project database. This series of measures will effectively promote the development of leading foreign trade enterprises in Zhejiang and help Chinese goods better reach the world.
