On January 14th, at the “Director’s Corridor” of the Fourth Session of the 14th Zhejiang Provincial People’s Congress, Zhou Xiangjun, Director of the Zhejiang Provincial Department of Commerce, introduced that in 2025, Zhejiang’s foreign trade exports bucked the trend and grew, exceeding 4 trillion yuan for the first time, maintaining its position as the second largest in the country. This achievement is particularly noteworthy given the increasingly complex and volatile international economic and trade environment. Over the past year, Zhejiang’s commerce departments proactively responded to challenges, promptly formulating policies and implementing practical measures. They introduced “Twenty Measures to Stabilize Foreign Trade,” helping affected enterprises overcome difficulties and regain lost market share. Simultaneously, they actively supported enterprises in exploring emerging international markets and encouraged more enterprises to participate in overseas exhibitions. They vigorously developed new business models such as cross-border e-commerce, market procurement, and digital trade, injecting new vitality into foreign trade. During his research, Zhou Xiangjun discovered numerous problems and difficulties faced by enterprises. In response, the Zhejiang Provincial Department of Commerce established a platform, linking provincial, municipal, and county levels to resolve a number of bottlenecks and difficulties for foreign trade enterprises. These measures have effectively promoted the stable development of Zhejiang’s foreign trade. In the new year, Zhejiang’s commerce work will focus on enterprises, continuously deepening the “stabilization, expansion, adjustment, and optimization” combination strategy, and focusing on four key areas. First, it will focus on “stability,” striving to stabilize the fundamentals of foreign trade. This includes launching the “Dragon Action” for leading foreign trade enterprises to stabilize businesses and providing targeted services based on changes in the external environment to stabilize orders. Second, it will focus on “expansion,” fully promoting the integration of domestic and foreign trade. In expanding international markets, Zhejiang will continue to deepen its “Expanding Markets and Winning Orders” campaign, organizing over 2,000 delegations throughout the year. Focusing on the domestic market, it will continue to hold over 100 export-to-domestic sales events, such as the “Foreign Trade Excellence Tour of China.” Secondly, it will focus on “adjustment” to create new competitive advantages in the international arena. This includes adjusting trade methods, vigorously developing new models and formats such as cross-border e-commerce, market procurement, and digital trade, and successfully hosting the 5th Global Digital Trade Expo; adjusting the trade structure, actively and effectively expanding imports, and holding the “Zhejiang Buys Globally” event. Finally, it will focus on “optimization” to strengthen and optimize the “sweet potato economy.” Zhejiang will continue its “Thousands of Groups Helping Ten Thousand Enterprises” campaign, genuinely addressing the urgent needs and concerns of enterprises, and striving to create an open environment with “optimal service, lowest cost, and highest efficiency,” effectively supporting Zhejiang’s role as a major economic province. It is believed that with these measures in place, Zhejiang’s foreign trade will achieve even greater success in the new year.
Zhejiang’s foreign trade exports are expected to exceed 4 trillion yuan for the first time in 2025, and the province will continue its strong performance in the new year.
In 2025, Zhejiang's foreign trade exports grew against the trend, surpassing the 4-trillion-yuan mark for the first time and ranking second nationwide. In the coming year, the province will intensify initiatives such as "expanding markets and securing orders" to help enterprises tap into international markets.
