At the National Customs Work Conference held on January 17, relevant officials from the General Administration of Customs introduced that in the first year of the 15th Five-Year Plan, customs nationwide will introduce more policies and measures to fully promote the innovative development of foreign trade. These measures aim to coordinate convenience and security, balance imports and exports, and safeguard the development of foreign trade. Looking back over the past five years, customs nationwide has effectively responded to various risks and challenges. The average annual volume of import and export goods supervised reached 5.2 billion tons and 42.3 trillion yuan, placing it among the world’s leading markets. Overall security remained controllable, providing strong support for the successful conclusion of the 14th Five-Year Plan. Customs is at the hub of the domestic and international dual circulation. During the 15th Five-Year Plan period, customs nationwide will pay more attention to overall coordination, adhere to a systemic approach, coordinate the relationship between convenience and security, and balance the proportion of imports and exports. A relevant official from the General Administration of Customs emphasized that it is crucial to control both imports and exports, expanding both exports and appropriately increasing imports. By expanding international circulation, the dual circulation of domestic and international markets can be further facilitated, promoting better integration of domestic and foreign trade. In 2026, customs nationwide will launch a new round of special actions to facilitate cross-border trade, introducing more effective and practical policies and measures. Support will be given to the innovative development of new business forms and models such as cross-border e-commerce, overseas warehouses, low-altitude economy, market procurement, bonded repair, testing, and remanufacturing. These new business forms and models will inject new vitality into foreign trade development and expand new spaces for its growth. Simultaneously, assisting in the expansion of intermediate goods trade, digital trade, and green trade is also a key focus of customs work. Customs will optimize its inspection and quarantine supervision model to facilitate the expansion of imports of high-quality agricultural and food products, consumer goods, and germplasm resources. It will also ensure the smooth operation of supervision and service for important exhibitions such as the China International Import Expo, the Canton Fair, and the China International Fair for Trade in Services, promoting balanced development of imports and exports. In the current complex and volatile international economic situation, these policies and measures from customs nationwide are of great significance in promoting Chinese goods to the world. On the one hand, by coordinating facilitation and security, trade efficiency can be improved, enterprise costs reduced, and the competitiveness of Chinese goods in the international market enhanced. On the other hand, balancing imports and exports helps promote domestic industrial upgrading and meet domestic market demand. It is believed that with the efforts of customs nationwide, China’s foreign trade development will usher in new opportunities and challenges, achieving higher-quality development.
A series of policies have boosted innovative development in foreign trade, and customs has embarked on a new journey.
The national customs work conference announced that a series of policy measures will be rolled out in the inaugural year of the "15th Five-Year Plan" to foster innovative development in foreign trade, balance trade facilitation with security, balance imports and exports, and drive the "dual circulation" of domestic and international markets.
