The State Council executive meeting held on the 13th made important decisions to further increase policy support such as export tax rebates and make every effort to promote the stable development of foreign trade.
Data released by the General Administration of Customs that day showed that in the first quarter of this year, my country’s total import and export value of goods trade reached 9.42 trillion yuan, a year-on-year increase of 10.7%, and foreign trade import and export achieved a stable start.

However, we cannot ignore the challenges currently facing foreign trade.
Some unexpected factors in the current international and domestic environment have exceeded expectations. The external environment for foreign trade has become more severe and complex, and development faces many risks and challenges.
Against this background, in order to help foreign trade companies alleviate their difficulties and promote the stable development of import and export, the meeting proposed a series of powerful policy measures.
First of all, for processing trade enterprises, the amount of tax that should be refunded after the country implements the policy of consistent tax and refund rates for export products is allowed to be transferred to input tax to deduct value-added tax.
This move can effectively reduce the financial pressure on enterprises and allow them to invest more funds in production and development.
Secondly, export credit insurance compensation obtained by foreign trade enterprises will be regarded as foreign exchange receipts and tax refunds will be processed.
This provides enterprises with more convenience and enhances their ability to deal with risks.
In addition, the coverage of departure tax refund policies has been expanded, and convenient measures such as “buy now and get refund now” have been implemented, which further enhances consumers’ shopping experience and promotes the development of tourism consumption and foreign trade.

The meeting also emphasized the importance of accelerating the progress of tax refunds.
By strengthening departmental data sharing, the information required for tax refunds will be streamlined, and the entire process of declaration, review, and feedback will be handled online.
This year, the normal tax refund processing time has been further compressed from an average of 7 working days to 6 working days, which has greatly improved the efficiency of tax refunds, allowing enterprises to obtain tax refunds faster and accelerate capital turnover.
In addition to the above policies, the foreign trade business environment will continue to be optimized.
Improve the efficiency of customs clearance for export goods return and reduce the time and cost of goods during transportation and customs clearance.
At the same time, we will study and formulate policies to support the development of overseas warehouses and facilitate cross-border e-commerce returns and exchanges, so as to provide strong support for the development of emerging trade models such as cross-border e-commerce.
Li Kuiwen, spokesman for the General Administration of Customs and director of the Statistics and Analysis Department, said that greater efforts are needed to achieve the goal of stabilizing foreign trade.
We must not only face up to difficulties and challenges, but also see that our country’s economy is highly resilient and its long-term positive fundamentals will not change.
With the support of a series of policies, my country’s foreign trade is still expected to maintain stable development.
I believe that with the joint efforts of the government and enterprises, my country’s foreign trade will be able to overcome difficulties and achieve more stable development.
