Customs inspection and multimodal transport new policy

Since January 1, 2026
Starting today, the General Administration of Customs and the State Administration of Taxation jointly implement electronic data online verification of the “Certificate of Tax Paid/Non-Refunded for Export Goods”. This move aims to optimize the port business environment and promote cross-border trade facilitation.
On January 27, the first batch of import and export goods in the country that adopted the new customs supervision model of sea-rail combined transport and water-water combined transport went through customs multimodal transport supervision procedures at ports or stations in Shanghai, Jiangsu, Zhejiang and other places, realizing two-way connectivity of the new model.
The customs has integrated the “one order system” and “one box system” into the supervision model, opening up the logistics channels between coastal ports, border ports and inland hinterland, and realizing the coordinated development of “port + railway + inland river”.
Enterprises only need to transmit a multimodal transport application form to the customs through the international trade “single window” to achieve “one declaration, one order connection”. It has the characteristics of simpler declaration data, more convenient customs clearance procedures, and more flexible logistics operations, allowing inland areas to share the advantages of port and port opening, and promote the formation of a new pattern of coordinated opening up of coastal and inland areas.

Adjustments to tariff policies in some countries

Canada has agreed to allow up to 49,000 Chinese-made electric vehicles per year to enter the Canadian market at a most-favored-nation tariff rate of 6.1%, ending a 100% additional tariff on Chinese electric vehicles starting in October 2024 and switching to a tariff quota system.
It is expected that within five years, more than 50 per cent of Chinese electric vehicles imported into Canada will be priced below $35,000, while also boosting local EV supply chains and creating jobs.
However, the White House issued a statement on January 14 that in response to national security threats, it would impose an additional 25% import ad valorem tariff on some imported semiconductors, semiconductor manufacturing equipment and derivatives from the 15th, and plans to impose additional tariffs on a larger scale in the second phase.
The U.S. Secretary of Commerce also proposed launching a tariff offset mechanism to allow companies investing in U.S. semiconductor production and supply chains to receive preferential tariff treatment.
