Guangdong CPPCC members propose building a new development pattern for cross-border e-commerce

At the Fourth Session of the 13th Guangdong Provincial Committee of the Chinese People's Political Consultative Conference (CPPCC), committee members proposed that Guangdong establish a new landscape for the high-quality development of cross-border e-commerce to address existing challenges and consolidate its status as a major foreign trade province.

On January 27, the fourth session of the 13th CPPCC Guangdong Provincial Committee held a speech.
A representative of the CPPCC members made a speech and pointed out that during the “14th Five-Year Plan” period, Guangdong’s cross-border e-commerce development has achieved remarkable results.
All 21 cities in Guangdong have achieved comprehensive cross-border e-commerce pilot zones. Guangzhou, Shenzhen, and eastern Guangdong have become the three major cross-border e-commerce development poles. Platforms such as Amazon, Xiyin, and Alibaba International have all set up regional headquarters in Guangdong. They have also cultivated more than 20 listed cross-border e-commerce companies such as AV Times and Yiday Cloud. Overall, they are in a leading position in the country.

However, looking forward to the “15th Five-Year Plan”, in order to cultivate new momentum for foreign trade and vigorously develop cross-border e-commerce, we still need to face up to the existing deep-seated problems and challenges.
On the one hand, the cross-departmental and cross-regional coordination of customs, taxation, and foreign exchange policies is not smooth. In some areas, the facilitation of customs clearance of goods and the collection and settlement of foreign exchange by enterprises needs to be improved, and the full-chain supervision system needs to be improved. On the other hand, the ability of enterprises to adapt to international rules and product brand premiums is weak, and there is considerable room for improvement in the export of independent brands.

In addition, there are also deficiencies in the ecological support system.
At present, Guangdong’s overseas warehouse layout is overly concentrated, emerging markets are insufficiently covered, the level of warehousing Internet of Things intelligence is low, the dedicated logistics network is not yet complete, the supply of comprehensive talents is insufficient, and professional service capabilities such as supply chain finance, overseas marketing, and data analysis need to be improved.
Continuing to promote the development of new cross-border e-commerce formats is a key support for Guangdong to consolidate its status as a major foreign trade province and accelerate the construction of a strong trade province.

To this end, the committee members suggested that Guangdong should seize opportunities, implement systematic policies, give full play to the comprehensive advantages of the Guangdong-Hong Kong-Macao Greater Bay Area, and build a new pattern of high-quality development of cross-border e-commerce with institutional innovation, compliance guidance, and strong support.

In terms of improving the sunshine supervision mechanism, we should give full play to the function of the joint meeting of the province’s cross-border e-commerce comprehensive pilot zone, integrate multi-departmental resources, absorb innovative practices such as Guangzhou Customs’ “export return contracting” supervision model, Shenzhen Qianhai cross-border trade platform, and create a “commercial and customs exchange” with “policy coordination, data sharing, and integrated services”
The new six-in-one regulatory service model of “tax, loan and guarantee”; improve cross-border e-commerce export tax rebate and income tax policies, implement sunshine pilot support policies and incentives, provide overseas investment, brand promotion, intellectual property certification and other support to compliant operators, and promote the application of artificial intelligence customs declaration, blockchain traceability and other technologies in the ports of the Guangdong-Hong Kong-Macao Greater Bay Area.

In terms of improving the level of international compliance management, we must seize the opportunities for docking international rules brought by the APEC Shenzhen meeting, rely on the advantages of “one country, two systems, three jurisdictions” in the Guangdong-Hong Kong-Macao Greater Bay Area, make good use of the network of international organizations such as the International Chamber of Commerce, promote the docking of rules with members of the Digital Economy Partnership Agreement, and explore “Greater Bay Area solutions” in areas such as electronic certification and cross-border data flow; make it bigger and stronger
China (Guangzhou) Cross-border E-commerce Fair will create a strategic place for international cross-border e-commerce import and export; promote the establishment of the “Greater Bay Area Cross-border E-commerce Intellectual Property Collaborative Protection Center”, integrate administrative, judicial, arbitration and industry organization resources to provide enterprises with international rights protection services; carry out “compliance leadership” centralized improvement actions to help enterprises build a comprehensive compliance system covering taxation, data, corporate governance and other aspects.

In terms of building a full-chain multi-dimensional support system, it is necessary to optimize the global layout of overseas warehouses, support companies in building intelligent hub warehouses in European and American node cities, increase support for the construction of overseas warehouses in RCEP member countries, along China-Europe trains and other regions; promote “cross-border e-commerce +
The integrated development of “industrial belt” supports cross-border e-commerce platform companies and leading logistics companies to increase the application of artificial intelligence, big data, blockchain and other technologies, and promotes innovation in smart customs declaration, smart logistics, cross-border payment and other links; promotes the interconnection of logistics infrastructure in Guangdong, Hong Kong and Macao, accelerates the construction of cargo collection and distribution centers, and promotes hubs in the province
Increased air cargo and foreign trade liner routes have been added to airports and core ports; an industry-education alliance has been established, with schools and enterprises jointly building “cross-border e-commerce industry colleges” or training bases to carry out “order-based” talent training; financial institutions are encouraged to rely on the policies of the Guangdong Free Trade Zone to innovate cross-border e-commerce supply chain financial products to provide enterprises with full-cycle financial support.
