Guangdong has taken multiple measures to promote the development of the insurance industry and vigorously promote new forms of foreign trade.

The Guangdong Financial Regulatory Bureau has issued guidelines outlining measures to advance the insurance sector across multiple areas; these include leveraging export credit insurance to support new foreign trade formats—such as cross-border e-commerce and overseas warehouses—thereby boosting Guangdong's economic development.

Recently, the Guangdong Provincial Financial Regulatory Bureau released the “Guiding Opinions on Supporting the High-Quality Development of the Insurance Industry in Guangdong Province and Helping Guangdong Take the Lead in China’s Modernization,” which acts as a shot in the arm, injecting new vitality into the development of Guangdong’s insurance industry and related industries.

In terms of building service trade industry capabilities, Guangdong is actively accelerating its pace. Increased support for domestic trade insurance has played a crucial role in promoting the smooth flow of goods and services. Insurance institutions have provided a wide variety of insurance products for common consumer scenarios such as automobiles, home appliances, and furniture, including product quality insurance, installation liability insurance, accidental damage and extended warranty insurance, and return shipping insurance. These insurance products not only protect consumers’ rights but also give merchants greater peace of mind during the sales process, further promoting the prosperity of the consumer market.

Simultaneously, to help build the prestigious brand of “Eating in Guangdong” and the regional public brand of “Guangdong Fresh Products,” we actively develop food safety liability insurance. Food safety has always been a focus of public attention. Developing this type of insurance can provide protection for consumers’ food safety and also help improve the overall image of Guangdong’s food industry.
Focusing on building Guangdong’s “Please Come to Guangdong for the Chinese New Year” tourism and cultural brand, we vigorously develop travel accident insurance for the elderly and hotel/homestay liability insurance. This not only provides more comprehensive protection for tourists, especially elderly tourists, but also allows tourism-related enterprises to effectively control risks during operation, thus promoting the development of Guangdong’s tourism and cultural industry.

Guangdong has spared no effort in innovating insurance products. It has innovated marine sports insurance products and explored cross-border protection collaborations with Hong Kong and other regions, serving new forms of marine cultural and sports tourism, enriching the supply of cultural and sports insurance products, and providing strong insurance support for the development of the marine cultural and sports tourism industry.

In the field of foreign trade, the opinion proposes to innovate export credit insurance products and services, and expand underwriting business for key industrial chains adapted to Guangdong’s export structure. It increases underwriting support for leading enterprises and key enterprises in the industrial chain, and deepens collaborative protection for upstream and downstream foreign trade enterprises. These measures will help enhance the overall competitiveness of Guangdong’s foreign trade enterprises. Particularly noteworthy is the promotion of export credit insurance to support new foreign trade formats such as Guangdong’s cross-border e-commerce and overseas warehouses.

Cross-border e-commerce and overseas warehouses, as emerging foreign trade models, are playing an increasingly important role in current international trade. Export credit insurance will provide more stable protection for their development. Furthermore, the government is exploring innovative policy financing models with banks to enhance the creditworthiness of small and medium-sized foreign trade enterprises (SMEs) for receivables protection and financing, further expanding the coverage of export credit insurance. This is undoubtedly a timely boon for SMEs in the foreign trade sector, helping them solve funding problems and promoting their sustainable development.

In conclusion, this guidance issued by the Guangdong Financial Regulatory Bureau covers insurance development measures in multiple areas and is of great significance for promoting high-quality economic development in Guangdong, especially in boosting consumption, tourism, and foreign trade. It is believed that under the impetus of these policies, Guangdong will take more solid steps in China’s modernization.
