Guangdong has taken multiple measures to promote the insurance industry’s support for foreign trade and development in various fields.

The Guangdong Financial Regulatory Bureau has issued guiding opinions to drive the high-quality development of the insurance industry across multiple areas—including domestic trade insurance, food safety insurance, and travel insurance—with a particular emphasis on the role of export credit insurance in supporting new forms of foreign trade, such as cross-border e-commerce.

On January 6, 2026, the Guangdong Provincial Financial Regulatory Bureau released the “Guiding Opinions on Supporting the High-Quality Development of the Insurance Industry in Guangdong Province and Helping Guangdong Take the Lead in China’s Modernization Construction.” A series of measures aim to promote the insurance industry’s comprehensive support for the development of various industries in Guangdong. Regarding the capacity building of the insurance service trade industry, Guangdong has increased its support for domestic trade insurance to promote the smooth flow of goods and services. Insurance institutions are encouraged to provide diversified insurance products around common consumer scenarios such as automobiles, home appliances, and furniture. For example, product quality insurance can ensure that consumers purchase qualified goods; installation liability insurance can provide protection in case of accidents during product installation; accidental damage and extended warranty insurance further enhances consumers’ confidence in using the products; and return shipping insurance also provides convenience for consumers to return or exchange goods. In the field of food safety, Guangdong is committed to building the “Eat in Guangdong” brand and the “Guangdong Fresh Products” regional public brand, and actively developing food safety liability insurance. This not only protects consumers’ food safety but also helps enhance the overall image and competitiveness of Guangdong’s food industry. In tourism, Guangdong is focusing on building the “Come to Guangdong for the Chinese New Year” tourism and cultural brand, and vigorously developing travel accident insurance for the elderly and hotel/homestay liability insurance. With the continuous development of the tourism market, elderly tourism has become an important niche market, and travel accident insurance for the elderly provides travel protection for senior tourists. Hotel/homestay liability insurance protects hotels and homestays against risks during operation. In terms of new forms of marine cultural and sports tourism, Guangdong is innovating marine sports insurance products and exploring cross-border insurance collaboration with Hong Kong and other regions. This not only enriches the supply of insurance products related to culture, entertainment, and sports, but also provides strong support for the development of marine cultural and sports tourism. In the foreign trade sector, Guangdong places particular emphasis on the role of export credit insurance. It innovates export credit insurance products and services, expands underwriting business in key industrial chains adapted to Guangdong’s export structure, increases underwriting support for leading enterprises and key players in the industrial chain, and deepens collaborative protection for upstream and downstream foreign trade enterprises. Particularly noteworthy is the promotion of export credit insurance to support new foreign trade formats such as cross-border e-commerce and overseas warehouses in Guangdong. Simultaneously, it explores innovative policy financing models with banks to enhance the creditworthiness of small and medium-sized foreign trade enterprises in terms of receivables protection and financing, further expanding the coverage of export credit insurance. These measures will help Guangdong’s foreign trade enterprises better cope with risks, enhance international competitiveness, and promote the sustained and healthy development of Guangdong’s foreign trade economy.
