On January 6, 2026, the Guangdong Provincial Financial Regulatory Bureau released the “Guiding Opinions on Supporting the High-Quality Development of the Insurance Industry in Guangdong Province and Helping Guangdong Take the Lead in China’s Modernization Construction.” This document covers multiple measures aimed at accelerating the development of the insurance service trade industry and promoting further economic development in Guangdong. Regarding increasing support for domestic trade insurance, the guiding opinions emphasize promoting the smooth flow of goods and services. It encourages insurance institutions to provide diversified insurance products for consumer scenarios such as automobiles, home appliances, and furniture. For example, product quality insurance ensures consumers purchase qualified goods; installation liability insurance reduces potential risks during installation; accidental damage and extended warranty insurance provides protection for subsequent use; and return shipping insurance facilitates the return and exchange of goods. To help build the “Eating in Guangdong” brand and the “Guangdong Fresh Products” regional public brand, the guiding opinions propose actively developing food safety liability insurance to ensure the safety of consumers when enjoying Guangdong cuisine. Meanwhile, focusing on the tourism and cultural brand of “Celebrating the Chinese New Year in Guangdong,” efforts will be made to vigorously develop travel accident insurance for the elderly and hotel/homestay liability insurance, allowing tourists to have a more worry-free experience while traveling in Guangdong. Regarding new forms of marine cultural and sports tourism, innovative marine sports insurance products will be developed, and cross-border protection collaboration with Hong Kong and other regions will be explored to enrich the supply of cultural and sports insurance products. This will not only provide protection for tourists participating in marine sports but also help promote the development of the marine cultural and sports tourism industry. It is worth mentioning that this guidance emphasizes the important role of export credit insurance in supporting Guangdong’s economic development. It calls for innovative export credit insurance products and services, expanding underwriting business for key industrial chains adapted to Guangdong’s export structure, increasing underwriting support for leading enterprises and key enterprises in the industrial chain, and deepening collaborative protection for upstream and downstream foreign trade enterprises. Promoting export credit insurance to support new foreign trade formats in Guangdong, such as cross-border e-commerce and overseas warehouses, and exploring innovative policy financing models with banks to enhance the creditworthiness of small and medium-sized foreign trade enterprises in terms of payment guarantees and financing, further expanding the coverage of export credit insurance. These measures will help Guangdong enterprises better cope with risks in domestic and international markets, promoting the circulation of goods and the development of trade. This is of great significance for Guangdong to take the lead in China’s modernization and provides strong insurance support for Chinese goods to better reach the world through Guangdong as an important window.
