Recently, under the on-site supervision of customs officers at Guangzhou Station affiliated to Guangzhou Customs, a batch of cosmetics such as foundation and lip masks worth over 1.2 million yuan exported by Guangdong Bawei Biotechnology Co., Ltd. was successfully shipped to the Southeast Asian market.
This is the first batch of cosmetics exported by cosmetics “whitelist” companies in Guangzhou after the promulgation of the “Nine Customs Measures to Support the High-Quality Development of Guangzhou’s “International Beauty Bay” Import and Export Cosmetics Industry” (hereinafter referred to as the “International Beauty Bay” Nine Measures), marking a key step in Guangzhou’s journey to build a global cosmetics manufacturing and consumption center.

The customs implements the “qualification guarantee + sampling release” model for exported cosmetics, which greatly improves customs clearance efficiency.
It is understood that in order to promote the high-quality development of the beauty industry and support Guangzhou in building an “International Beauty Bay”, Guangzhou Customs has recently launched nine measures for the “International Beauty Bay”, which clearly implement the conformity assessment procedure of “whitelist + sampling release”.
This policy supports the inclusion of high-quality cosmetics companies recommended by local governments and that have obtained customs AEO (Authorized Economic Operator) certification into the “white list”, and implements the “qualification guarantee + sampling release” model for their exported cosmetics, greatly improving customs clearance efficiency on the premise of ensuring quality and safety.
Guangdong Bawei Biotechnology Co., Ltd., which was selected into the first batch of “whitelists”, is a high-tech enterprise in Baiyun District. Its products cover skin care, makeup, maternal and infant care and other categories, and has obtained AEO certification from the customs.
Thanks to the precise connection between local government recommendations and customs policies, the company became one of the first beneficiaries of the new policy.
“Customs clearance efficiency is directly related to the market competitiveness of fast-moving consumer goods such as cosmetics. As the first batch of ‘white list’ companies, we have truly felt the convenience of the new policy and look forward to the continued implementation of follow-up supporting measures to help us respond to market demand faster and seize international business opportunities.” said Gu Jinyu, foreign trade director of Guangdong Bawei Biotechnology Co., Ltd.

In order to promote the efficient implementation of new policies, Guangzhou Customs has joined hands with local governments and industry associations to build a full-chain service guarantee system.
Through the “one enterprise, one policy” mechanism, Guangzhou Station Customs proactively connects with cosmetics enterprises in Baiyun District to carry out policy publicity and declaration guidance.
The Baiyun District Bureau of Science, Industry, Commerce and Information actively collaborated with the customs before and after the policy was promulgated, organized multiple seminars and surveys with enterprises, collected their demands, and conducted special training on AEO certification to help enterprises improve their compliance management levels.
“While strictly implementing the inspection and supervision requirements for cosmetics, the customs is accelerating the implementation of the nine measures of the ‘International Beauty Bay’ to allow qualified companies to enjoy policy dividends as soon as possible.” said Zhang Yan, deputy section chief of the Customs Territory Field Service Section of Guangzhou Station, a subsidiary of Guangzhou Customs.
The relevant person in charge of the Baiyun District Science, Industry, Commerce and Information Bureau said that the bureau has steadily promoted the construction of a “white list” enterprise database, carried out comprehensive docking of existing AEO certified cosmetics companies in the district, sorted out the list of potential companies, and submitted it to higher authorities to broaden the development path for the cosmetics industry in the jurisdiction.
It is reported that Guangzhou Customs will continue to optimize supervision and services, dynamically improve implementation details through mechanisms such as policy express trains and interactive feedback between customs and enterprises, support more high-quality cosmetics companies to rely on the “white list” system to improve customs clearance efficiency, and inject momentum into the construction of Guangzhou’s “International Beauty Bay” and the high-quality development of foreign trade.
