This round of machine tool sector market conditions can be dismantled from three core dimensions: the actual impact of new export control regulations on enterprises, the true state of current market sentiment and funding, and the game between traditional cycle repair and emerging track increments in long-term logic.
From the perspective of export enterprises, while compliance costs are rising, industry entry barriers have also been further raised
This new regulation is not a comprehensive ban on sales, but the implementation of precise hierarchical control.
According to the relevant announcement of the General Administration of Customs, the core of the control is machine tools that can be equipped with electronic devices for “forming control” along two or more axes simultaneously, and five-axis linkage equipment is clearly included in the scope of control.
This means that companies with high-end five-axis machine tool production capabilities need to follow a new declaration process for the export of some products.
From the perspective of operating costs, corporate compliance operating costs are expected to increase by 15%-25%, and export customs clearance time may be extended from the original 3-5 days to 7-10 days.
Enterprises need to fill in the prohibited and restricted control identification code and technical parameters, and also need to thoroughly check the qualifications of overseas purchasers and upload a full set of technical information. The previous simple declaration process is no longer applicable.
The Indian market will be most affected by this new regulation. In 2025, domestic equipment will account for 42% of India’s CNC machine tool imports. India is the largest export destination of Chinese machine tools, accounting for about 18%. The new regulation will directly affect the business rhythm of exports to India.
However, from the perspective of industry development, this control marks the shift of China’s machine tool industry from “scale expansion” to “strategic control” and in line with international rules.
In the past, Western countries have long used high-end machine tool technology to restrict my country’s industrial development. Now my country has the confidence to standardize the export of core technologies. Previously, domestic companies even achieved a breakthrough in exporting high-end five-axis machine tools to Germany. This in itself is an important manifestation of the improvement of the industry’s status.
Export control is not “not allowed to sell”, but “selective selling”, which will further promote the transformation of the industry to high-end.
For investors, market sentiment has given clear feedback
The reaction of the capital market is faster than the adjustment on the industrial side. In the past five days, the cumulative net inflow of industrial machine ETF was 604 million yuan, a share increase of 30.66%, and the latest scale was 2.908 billion yuan, which has been rising sharply for many consecutive days.
On June 22, sector constituent stocks Sifangda rose by 15.82%, and Chinatungsten High rose by 9.87%.
The recent trend of industrial parent machine ETF is on the rise:

This round of emotional catalysis mainly comes from three thrusts: First, policy upgrades, new export control regulations and industry standard upgrades have strengthened the policy narrative of “industrial base machines are autonomous and controllable”.
Relevant research reports show that from 2023 to 2025, the market share of domestic machine tool brands will increase from 64% to 71%, and the market share of TOP10 manufacturers will increase from 33% to 37%. During the industry trough, integration will accelerate, and the share of domestic leaders will continue to expand.
The second is the restoration of fundamentals. From January to April 2026, the output of CNC metal cutting machine tools increased by more than 20% year-on-year. In May, Japanese machine tool orders increased by nearly 40% year-on-year. The global manufacturing industry has a clear signal of recovery. In May, the sales growth rate of major construction machinery companies improved year-on-year.
The third is the stimulation of emerging tracks, including breakthroughs in humanoid robots, AI liquid cooling technology, and rising prices of PCB equipment consumables. These tracks have boosted the structural demand for precision machine tools.
However, risks in the current sector are also accumulating. The cumulative increase of the CSI Machine Tool Index in the past year has exceeded 134%, reaching a record high.
The price-to-earning ratio of some leading companies has reached 44 times. Behind the high growth is the support of high expectations. Once the mass production of emerging tracks falls short of expectations, or the recovery of the global manufacturing industry slows down, the sector will face considerable correction pressure.
In the long term, industry development needs to take into account the two major logics of traditional cycle repair and emerging track increments.
The two logics are in the same direction, but the driving forces are completely different: the traditional machine tool track has higher certainty but limited elasticity, the recovery of manufacturing investment and the replacement of equipment.
New demands and domestic substitution logic are advancing steadily. The current machine tool industry has entered the demand recovery stage, and this cycle is expected to continue. However, the localization rate of high-end CNC machine tools is still at a low level. The localization rate of core components (such as CNC systems and servo motors) is less than 30%. Although there is a large space for import substitution, technical research will take time.
Emerging tracks have greater imagination but also higher uncertainty. Taking humanoid robots as an example, the mass production of core components requires close cooperation with machine tool companies from the design stage. The two are expected to form a resonance in 2026. The relevant industry chain product information is as follows:

However, the pace of mass production in emerging tracks is limited by the cultivation of terminal demand and cost reduction. Currently, there are not many manufacturers that are actually mass-producing. The logic of AI liquid cooling and PCB equipment consumables is similar – demand is indeed exploding, but whether the exponential growth can be sustained depends on the prosperity of AI computing power investment.
Institutions are also currently divided on the trend of the sector. Some institutions recommend the AI upstream price increase chain and high-end manufacturing domestic alternative tracks along the direction of performance certainty. Some institutions place more emphasis on the resonance effect of humanoid robots and machine tools. There are also cautious views suggesting that if the mass production of robots is delayed and the AI liquid cooling solution is replaced, the current high valuation of the sector may face correction pressure.
From a comprehensive judgment, the sector market depends on sentiment in the short term, differentiation in the medium term, and technical barriers in the long term.
The emotional catalysis brought about by the new export control regulations, coupled with the recovery of the global manufacturing industry and the stimulation of emerging tracks, the sector is expected to continue to be strong in the short term, but the current growth rate is already at a high level, and the risk of chasing higher is increasing.
In the medium term, there will be clear differentiation within the sector. Companies with clear performance support and high technical barriers (such as companies that master core components such as high-end cutting tools, reducers, and CNC systems) will continue to benefit from the logic of domestic substitution; while companies that simply indulge in concepts and lack the support of actual orders may see a significant correction after the sentiment ebbs.
In the long term, the symbolic significance of this round of control is greater than the impact on short-term performance. It declares that China’s machine tool industry has shifted from “selling more” to “selling better”. Enterprises with technology accumulation and high-end production capacity layout will occupy a more favorable position in the new round of industry reshuffle.
For investors, the core indicators that really need to be focused on are the company’s investment in technology research and development and the revenue share of high-end products, rather than the emotional pulse caused by the new regulations in the short term.
