This year marks the third anniversary of the Regional Comprehensive Economic Partnership (RCEP) entering into force.
Since RCEP came into full effect on June 2, 2023, Quanzhou’s foreign trade companies have ushered in new development opportunities, and the scale of benefits has steadily increased.
So far, Quanzhou companies have enjoyed nearly 100 million yuan in tariff reductions in importing countries. The RCEP certificate of origin has become the “golden key” for Quanzhou companies to explore the large market in the RCEP region.

With the continuous advancement of the RCEP policy, more than 90% of goods trade in the region has gradually achieved zero tariffs, and policy dividends have been further released.
This situation continues to enhance the export competitiveness of Quanzhou’s foreign trade-related entities.
According to statistics, in the past three years, Quanzhou Customs has issued a total of 15,000 RCEP certificates of origin with a value of 5.329 billion yuan. It is expected to help export companies enjoy tariff concessions of more than 98 million yuan in the importing country.
Among them, Quanzhou’s advantageous export products such as shoes and boots, textiles and clothing, food, machinery and equipment enjoy significant benefits.
In the past three years, the number of enterprises enjoying benefits in Quanzhou has increased from 761 in June 2023 to 1,522 now.
In the first five months of this year alone, Quanzhou companies applied for 2,409 RCEP certificates of origin, a year-on-year increase of 14.82%. The value of the visas reached 724 million yuan, and they are expected to enjoy tariff reductions of more than 14.49 million yuan, an increase of 32.02%.
Take Fujian Baihong Poly Fiber Technology Industrial Co., Ltd. as an example. On June 3, the company’s batch of resin chips worth 5.29 million yuan was ready to be shipped to Thailand.
At the same time, the company applied to Quanzhou Customs for an RCEP certificate of origin.
After passing the intelligent review, in less than 5 minutes, the company successfully applied for the certificate through self-service printing, which is expected to reduce tariffs by about 260,000 yuan.
Jiang Xiuming, assistant to the president of the company, said: “Most of our textiles exported to RCEP countries enjoy zero tariffs. The RCEP policy has benefited us greatly and has truly played the role of a ‘golden key’. In the past three years, our company has applied for a total of 487 RCEP certificates of origin and more than 20 million yuan in reduced tariffs. From January to April this year, the company’s product exports exceeded 700 million yuan, an increase of more than 30%, and orders have been queued until the end of August.”

In order to allow more companies to enjoy the dividends of the RCEP policy, Quanzhou Customs actively carries out the “Tax Preferential Empowerment” action.
Through the “online + offline” policy explanation and implementation method, the customs accurately designs preferential programs for enterprises, allowing enterprises to smoothly catch the RCEP preferential “express train”.
At the same time, enterprises are guided to make good use of a number of facilitation measures such as “intelligent review”, “paperless declaration” and “self-service printing” of certificates of origin, to help enterprises make full use of the RCEP tariff reduction policy dividends.
With the help of the customs, Quanzhou enterprises can better explore the RCEP national market and expand new space for regional cooperation, which has played a positive role in promoting the high-quality development of Quanzhou’s foreign trade.
With the continued and in-depth implementation of the RCEP policy, it is believed that Quanzhou’s foreign trade companies will achieve even better results in the international market.
