On June 23, a batch of marine products worth 60 million yuan from Shanwei’s leading local marine engineering equipment company was successfully transferred from the company’s dock to Xiaomo International Logistics Port through the innovative logistics model of “domestic and foreign trade ship transshipment + open port customs declaration”. After completing the customs declaration process, it was successfully exported overseas, marking the official implementation of this innovative foreign trade logistics model in Shanwei and injecting strong momentum into the high-quality development of the local foreign trade industry.

Since the beginning of this year, the offshore engineering company has had full overseas orders and prosperous production and sales. It has undertaken many large orders for Southeast Asian wind power equipment with tight delivery times and heavy tasks.
However, due to the fact that the wharf where the company is located has not yet been opened to the outside world, foreign ships cannot dock directly for loading, and the wharf does not have the qualifications for foreign trade customs declaration. The passage of the company’s goods to the sea was once blocked, and the delivery of orders faced the risk of default.

In order to solve the urgent needs of enterprises in a timely manner, the relevant competent authorities in Shanwei took the lead in coordinating customs, border inspection, maritime affairs, port operations and other parties to quickly demonstrate and implement the emergency solution of “short-distance transshipment of domestic and foreign trade ships + open port customs declaration”.
This model fully integrates the resource advantages of the open public terminals within Shanwei Port, and first uses domestic freighters to transport the goods produced by the company to the public terminals that have been opened to the outside world. It not only bypasses the hard constraints of the company’s resident terminal not being opened, but also effectively controls the overall logistics cost.
In specific operations, the customs and border inspection departments are in front of the enterprises to guide them to complete the “advance declaration” and complete the rapid inspection and release of the goods as soon as possible after berthing; the maritime department optimizes the approval process of the international ship export port and shortens the waiting time for approval; the port operation unit coordinates and allocates berths and loading and unloading resources in advance to achieve a seamless connection in the entire process, and finally successfully achieves one-stop and efficient processing of transshipment, customs declaration, and release, ensuring the on-time delivery of corporate orders.
It is understood that in order to completely open up the “main artery” for offshore engineering enterprises to go to sea, the local competent authorities have completed the provincial application for the expansion of the port opening of the offshore engineering base terminal, and have obtained the approval of the provincial government to submit it to the National Port Office. They are making every effort to promote relevant projects to be included in the national “15th Five-Year Plan” port development plan.
In the future, the local area will strictly benchmark national standards, accelerate the construction progress of supporting port facilities such as customs supervision, promote the temporary opening of relevant waters step by step, steadily realize the normal opening of the entire base terminal, create a stable, convenient, and low-cost permanent sea channel for local offshore engineering and various foreign trade companies, and continue to enhance the market competitiveness of the local foreign trade industry.
