The 2026 Dalian Summer Davos Forum officially opened recently. This forum brought together more than 1,700 global guests from more than 90 countries and regions. The scale of participation hit a record high, becoming an important international platform for global political, business and academic circles to exchange, cooperate and share development opportunities.
In addition to the spotlight of this international event, Liaoning’s development results in the field of new foreign trade formats have also attracted widespread attention from practitioners at home and abroad.

The latest statistical data shows that in the first quarter of 2026, Liaoning’s cross-border e-commerce import and export volume increased by 46.6% year-on-year, and the growth rate far exceeded the national average. Many places in the province have ushered in the growth of cross-border e-commerce business.
Breakthrough progress: 6 cities including Benxi, Jinzhou, Tieling, and Chaoyang successfully completed the first cross-border e-commerce business, realizing the leap from zero to one for local cross-border e-commerce import and export; 8 cities including Dandong, Panjin, Liaoyang, and Huludao
The city has achieved new breakthroughs in export categories. Local specialty agricultural products, equipment manufacturing spare parts, cultural and creative peripherals, light industrial home textiles and other products are sold overseas for the first time through cross-border e-commerce channels. The three core cities of Shenyang, Dalian and Yingkou have achieved full coverage of 4 mainstream cross-border e-commerce models. The remaining 11 cities and the Shenfu Demonstration Zone have also covered 2 to 3 cross-border e-commerce models. The popularity and service capabilities of the province’s cross-border e-commerce business have been greatly improved.

Behind the eye-catching growth data is the continuous improvement of Liaoning’s cross-border e-commerce industry ecology.
Since the beginning of this year, there have been nearly 900 new cross-border e-commerce business entities in the province, and a total of more than 40 innovation breakthroughs from 0 to 1 have been achieved, such as the first launch of an order, the first tax refund, and data breaking zero.
In order to further activate the momentum of industrial development, Liaoning has recently officially issued the “Liaoning Province Action Plan to Promote the Accelerated Development of Cross-border E-commerce (2026-2028)”, simultaneously launching 9 special support policies, covering multiple areas such as entity cultivation, customs clearance facilitation, tax refund acceleration, financial credit support, overseas warehouse layout, talent training, etc., to provide full-process policy support for cross-border e-commerce companies of different sizes.
At present, Liaoning is laying out the cross-border e-commerce development matrix around its advantageous industries, focusing on cultivating 10 characteristic industrial belts, 20 key cross-border e-commerce industrial parks, 50 industry benchmark companies, and 20 independent brands with international influence, promoting the upgrade of cross-border e-commerce from scattered “breakthroughs at one point” to coordinated “on-chain momentum”.
Many local companies in Liaoning have opened up markets in Southeast Asia, Europe, the United States, the Middle East and other regions through cross-border e-commerce channels. Some leading sellers have also deployed overseas warehouse systems, reducing the terminal delivery time from an average of 15 days in the past to as fast as 3 to 5 days, which has greatly improved the competitiveness of Chinese goods in overseas markets.
From the global cooperation opportunities at the Davos Forum to the steady flow of global orders on the cross-border e-commerce platform, the open Liaoning is deeply connected to the global market, and it is time for the high-quality development of foreign trade to break through.
