The country’s first “pre-confirmation” model for the intellectual property status of second-hand goods has developed and launched an online smart intellectual property pre-confirmation system. We strive to replicate and promote the General Administration of Customs’ export lithium battery “containerized shipment linkage supervision model” and “one enterprise, one policy” to tailor the implementation plan for enterprises, which is expected to save enterprises more than 2 million yuan in logistics costs every year.
We deepened the reform of potato quarantine supervision, significantly reduced the proportion of inspections, and supervised a total of 57,000 tons of exported potatoes to promote the stable export of specialty agricultural products.

Improve the efficiency of tax services, guide enterprises to choose the optimal combination of origin preferences, carry out “one-on-one” policy propaganda for enterprises with low preferential rates, and promote “smart review + self-service printing” of certificates of origin. The import preferential rate for enterprises in the jurisdiction reaches 99.6%.
Accurately release AEO credit dividends and proactively assist “original general certification” companies to complete credit rating assessments. There are currently 9 advanced certification companies and 6 certified companies, covering lithium batteries, chemicals, tires, food and other industries.
More than 12 million yuan of risk-related guarantee deposits for processing trade enterprises will be exempted to help enterprises reduce capital occupation costs and enhance international competitiveness.
