Foreign Trade Comparison Between Hubei and Hunan: A Contest of Different Paths Under the Central China Opening-up Strategy

In the first three quarters of 2025, Hubei’s foreign trade grew rapidly, while Hunan’s trade demonstrated distinctive characteristics and resilience; the divergent development paths of the two provinces are jointly shaping the landscape of opening-up in Central China, making this a contest full of suspense.

The 25.3% to 1.6% difference in foreign trade growth between Hubei and Hunan reveals a crack in the opening-up pattern of Central China. Both share the Yangtze River, why does one surge ahead while the other steadily recovers quarter by quarter? Hubei’s foreign trade in the first three quarters of 2025 can be described as “soaring,” with a total import and export volume of 617.69 billion yuan and a year-on-year growth rate of 25.3%, directly raising the competitive threshold for foreign trade in Central China. The 30.8% increase in exports is even more impressive, reaching 435.1 billion yuan, far exceeding Hunan’s level during the same period. The performance of private enterprises is the core strength of Hubei’s foreign trade, accounting for 70.4% of the total import and export volume of 434.78 billion yuan, and their 29.2% growth rate confirms the strong vitality of market entities. The 29.0% growth in trade with countries participating in the Belt and Road Initiative increased Hubei’s trade share by 1.6 percentage points to 54.6%, making this golden corridor a “growth engine” for Hubei’s foreign trade. Exports of electromechanical products accounted for over half of the total and maintained a 19.8% growth, precisely meeting the needs of countries along the route. While Hunan’s total import and export volume of 396.46 billion yuan was relatively modest, it forged a unique path of “deep cultivation.” Changsha firmly held its position as the “main force” with a 53.5% share, and the number of enterprises with import and export performance increased by 7.5% year-on-year to 7,825, indicating a continued expansion of the market entity base. Manufacturing enterprises accounted for half of the total, with 3,120 enterprises contributing 49.3% of the trade volume, and the 8.6% growth rate was particularly impressive under the support of policies to stabilize foreign trade. The efforts of leading enterprises such as BYD and Sany Heavy Industry have further solidified the industrial foundation of Hunan’s foreign trade.

Trade with Africa is Hunan’s “trump card,” reaching 44.52 billion yuan, a year-on-year increase of 19.4%, firmly ranking first in Central and Western China. ASEAN, as its largest trading partner, contributed 73.83 billion yuan in trade, with a growth rate of 11%, forming the core foundation of Hunan’s foreign trade. Positive growth was achieved for four consecutive months from June to September, and while the 1.6% growth rate in the third quarter was moderate, it demonstrated resilience. The 45.5 billion yuan performance in September alone suggests that Hunan’s foreign trade is gradually emerging from its trough and preparing to catch up.

Hubei’s advantage lies in its scale and growth rate, while Hunan’s strength lies in its unique characteristics and resilience. These two paths are vastly different, yet both are crucial to the future landscape of Central China’s opening up. Behind Hubei’s rapid growth is the support of its integrated “rail, water, and air” transportation network.

The global cargo network of Ezhou Huahu Airport and the stable routes of the Wuhan-Xinjiang-Europe freight train have significantly improved the efficiency of “Made in Hubei” products going global. The layout of 11 overseas economic and trade cooperation zones has achieved full-chain penetration from trade to industry, and this deep integration makes growth more sustainable. However, over-reliance on the “Belt and Road” initiative also carries risks. Geopolitical fluctuations may affect subsequent growth, and the high proportion of private enterprises also tests the province’s resilience. Hunan’s in-depth development strategy is beginning to show results, with growth coverage in 118 countries and regions and 14 trading partners exceeding 10 billion USD, forming a multi-point support structure. The construction of the China-Africa Economic and Trade Deep Cooperation Pilot Zone and the layout of 20 public overseas warehouses in Africa have continuously consolidated the advantages in trade with Africa. However, Changsha’s dominant 53.5% share exposes the problem of uneven development in the province’s foreign trade, and the insufficient momentum of non-core cities urgently needs to be addressed. Competition in Central China’s foreign trade is no longer a competition of individual points, but a contest of track selection and ecosystem construction. Hubei is betting on the breadth of the “Belt and Road” initiative, while Hunan is deeply cultivating the African market. Both models have their advantages and disadvantages, yet they are both stirring up the chessboard of central China’s opening up. The watchful eyes of Anhui and Henan make this competition even more suspenseful. Whether Hubei can maintain its growth advantage, and whether Hunan can transform its resilience into acceleration, will not only affect the rankings of the two provinces but also determine the final landscape of central China’s opening-up. Hubei is charging forward like a “foreign trade sports car,” while Hunan is steadily progressing like an “economic off-road vehicle.” One is competing on speed, the other on endurance; this competition has only just entered its crucial round. Hubei needs to address the risk of a single-structure development, while Hunan needs to address its shortcomings in balanced development; otherwise, a slight misstep could lead to being overtaken by competitors. The race for central China’s opening up has no end; this contest is full of unknowns and challenges.
